                         SUMMARY

brief statement of the essential features of the measure.

Directs Department of State Police to conduct statewide
education program regarding firearm laws.

Appropriates moneys from General Fund to department.

Declares emergency, effective on passage.


                    A BILL FOR AN ACT

Relating to firearms; appropriating money; and declaring an
emergency.

Be It Enacted by the People of the State of Oregon:

SECTION 1.  The Department of State Police shall conduct a
statewide educational program regarding laws relating to
firearms.  The department shall place particular emphasis on
laws that restrict firearm possession based on age and on laws
dealing with criminal records checks. As part of the program,
the department shall:

(1) Distribute materials including, but not limited to, posters,
    pamphlets and informative videotapes to schools and
    community organizations; and

(2) Place public service announcements on television, radio and
    other media.

SECTION 2. In addition to and not in lieu of any other
appropriations, there is appropriated to the Department of State
Police, out of the General Fund, for the biennium beginning July
1, 1999, the amount of $60,000 to be used only for carrying out
the provisions of section 1 of this 1999 Act.


SECTION 3.  This 1999 Act being necessary for the immediate
preservation of the public peace, health and safety, an
emergency is declared to exist, and this 1999 Act takes effect
on its passage.
