  On page 1 of the printed bill, line 2, delete '166.416,
166.418' and insert '166.460'.

  After line 27, insert:

  ' (3) A person may not intentionally display, sell, deliver or
        otherwise transfer a firearm at a flea market.'.

  In line 28, delete '(3)' and insert '(4)'.

  On page 2, line 4, delete '(4)' and insert '(5)'.

  In line 23, delete the colon.

  In line 24, delete '(a)'.

  In line 26, after 'section' insert a period and delete the rest
  of the line and delete lines 27 through 29.

  In line 31, after 'in' insert 'this section and'.

  After line 43, insert:

  ' (4)(a) 'Flea market' means a bazaar or sale:

  ' (A) That is organized for the purpose of selling new or used
        merchandise; and

  ' (B) At which more than one vendor is displaying or selling
        merchandise.
  ' (b) 'Flea market' does not include:

       ' (A) A gun show;

       ' (B) A garage sale; or

       ' (C) An event to raise funds for an organization described in
             section 501(c)(3) or (4) of the Internal Revenue Code.

' (5) 'Garage sale' means an event:

    ' (a) At which new or used merchandise is offered for sale; and

    ' (b) That is held at a private residence no more than three
          times per year.'.

  In line 44, delete '(4)(a)' and insert '(6)(a)'.

  On page 3, line 6, delete '(5)' and insert '(7)'.

  In line 9, delete '(6)' and insert '(8)'.

  In line 12, delete '(7)' and insert '(9)'.

  In line 13, delete '(8)' and insert '(10)'.

  In line 14, delete '(9)' and insert '(11)'.

  In line 16, delete '(10)' and insert '(12)'.

  In line 39, restore 'handgun' and delete 'firearm'.

  On page 4, line 8, restore 'handgun' and delete ' firearm'.

  Restore lines 29 through 32.

  On page 5, delete lines 6 and 7 and insert:

  ' (b) The department is not required to operate the telephone
        number established under paragraph (a) of this subsection on
        Thanksgiving Day or Christmas Day.'.

  In line 21, restore 'handguns' and delete 'firearms'.

  In line 23, restore 'handgun' and delete 'firearm'.

  Delete lines 35 through 45.

  On page 6, delete line 1 and insert:

  '  { +  SECTION 7. + } ORS 166.460 is amended to read:

  ' 166.460. (1) ORS 166.250, 166.260, 166.280, 166.291 to
    166.295, 166.410, 166.412, 166.425 and 166.450  { + and section 3
    of this 1999 Act + } do not apply to antique firearms.

' (2) Notwithstanding the provisions of subsection (1) of this
      section, possession of an antique firearm by a person
      described in ORS 166.250 (1)(c)(B), (C) or (D) constitutes
      a violation of ORS 166.250.'.
